What is the difference between CWELCC and Fee Subsidy?
 
Canada-Wide Early Learning and Child Care (CWELCC) is an automatic fee reduction available at all CWELCC-participating child care programs. CWELCC-participating programs are    identified on OneList and can be found using the filter function.
 
Fee Subsidy is a separate, income-based program that provides additional financial assistance for eligible low-to-moderate income families. Families can receive both CWELCC and Fee Subsidy. ln these cases, CWELCC fee reduction is applied first, and then any applicable subsidy is applied on top of that to further lower costs.
 
CWELCC
  • What it is: An automatic fee reduction for families with children enrolled at CWELCC-participating licensed child care programs.
  • Eligibility: All children enrolled at CWELCC-participating licensed child care programs automatically receive the reduction. As of January 1, 2025, all fees are capped at $22.00/day.
  • How it works: The reduced rate is applied directly by the childcare provider. No separate application is needed for this fee reduction.
Fee Subsidy
  • What it is: A government program to help eligible families with low-to-moderate incomes pay for licensed child care.
  • Eligibility: Based on a combination of financial need and a reason for requiring care, such as working or attending school. To be eligible, families must meet both criteria and provide related documentation.
  • How it works: If a family qualifies, the subsidy is paid directly to the child care provider to cover all, or part of, the fees. Families are required to pay their parental contribution amount, as determined by the eligibility assessment.
